  • Covid-2019 has managed to garner all the media, scientific and legal attention of the international community In January, the World Health Organization (WHO) declared that the coronavirus outbreak is an international public health emergency that must partner with ICTs to reduce it This article provides information on this pandemic that has caused worldwide alarm due to its rapid spread as a deadly virus and that should contribute to States making emerging decisions that signify a potential coordinated international response, especially from the countries best prepared to face outbreaks of large-scale diseases Starting from a documentary analysis, based on a bibliographic review, this research epilogue that, given the fragile Health Systems of Ecuador and Brazil, it constitutes a protocol tool to outline health strategies that not only focus on the medical aspects of the pandemic, but rather address the consequences that the health response has on human rights and the proper use of information technologies in this society that is at a critical turning point © 2020, Associacao Iberica de Sistemas e Tecnologias de Informacao All rights reserved
